If a unit is limited to, for example, 0-3 per specific type of character, or 0-3 per 1,000 points, how many such units can I field in a 2,000 points army at an event using Combined Arms army composition?

You can field up to three per character in the first example, and up to six in total in the second example. Combined Arms composition rules only restrict units with no other restriction on them. If a unit has any form of restriction, that takes precedence.

Note, however, that 1+ is not a restriction, it’s a minimum requirement.

Can a unit control more than one object on the battlefield? For example, can a unit control a special feature, a battlefield objective, and a secondary objective such as a baggage train, all at the same time?

No. If a unit is in a position to control two or more such objects, you must choose one for it to control.

When using Domination as a secondary objective, do you get the Victory Points for having more than double the enemy's Unit Strength in a table quarter if there are no enemy models in that quarter?

No. To be more than double the enemy’s Unit Strength, the enemy has to have some models in the quarter. If they have none and you do, you gain the VP bonus for that achievement instead.
